New horizon for doing business in Shanghai (II) – launch of the Pilot Free Trade Zone
China (Shanghai) Pilot Free Trade Zone (Shanghai PFTZ) officially commenced on 29 September 2013. At the launch, the State Council released the General Plan of China (Shanghai) Pilot Free Trade Zone (the General Plan) to set forth the relevant reform policies as well as the regulatory relaxation of service sectors in six categories. The General Plan also provides some corresponding customs and tax incentives to support the development of the Shanghai PFTZ. Immediately after the announcement, relevant government departments issued various implementation guidelines for the respective policies provided in the General Plan (please refer to the Appendix for a list of circulars issued to date). The launch of the Shanghai PFTZ will bring benefits and new business opportunities for both foreign and domestic investors on their inbound and outbound investments respectively.
